depends on what you want to do, really
Sims 2 offers a whole range of modding possibilities
If you're into objects (as in furniture), go to the object en texturing section in simmer21's link and try some of the tuts there, JWoods' start to finish one is very basic.
for clothes, go to the appropriate forum, etc
if you're Really new, just play around with Homecrafter for a while first. It comes with your game and is ridiculously easy. But it gets you a feel of how the game is built.
also, check out the forums on simpe's homesite sims.ambertation.de, they have faqs
you're going to need
SimPE for most modding stuff anyway
