paddolf: You can build a working hotel just by building the botel on a normal aor community lot. You have to include all necessary hotel features, e.g. a reception desk. When your hotel is finished open the cheat window and type "changelotzoning hotel" (without " !).

If you downloaded it today or in the last 3 months everything should be okay and you don't have to do anything more then installing the Sims2Pack file by double clicking.
I didn't really understand what issue you have. Can't you install it or does it not work properly?
